When screen space is at a premium like on an iPhone SE it might be handy to replace icons with alternatives, where possible. The Layers icon doesn't do a huge amount, plus it isn't intuitive in function or position, it has to be learned. So is it necessary? Would it be possible to get rid of it and replace its function with, say, a long tap on the highlighted shape or text to push it back and a double tap to bring it forward?

Are you referring to the Layouts button, or the add layers button in the Title editor.
