Hello Mark,
The meaning was frustration at Brightons new bike lane.
The traffic now stagnent and produces more pollution due to being stationary.
So for fun I made the video of what I see each day at the end of the road where I live.

The world was powered by the black fuel.

Cars and bikes, evolution revolution.
Puppets in my video are the leaders - they did not talk.
Nothing could stand the avalanche.
Then I break into Brighton sea front of traffic - words "were fixing the street what the hell do you think we're doing"
Micheal Douglas leaves his car and stationary traffic, and says I'm going home.
He takes the bike lane - Boris Johnson here very big on bike lanes.
I illustrate green light and no cars are moving its now grid locked.
Then sea front prom shows lots of people shoulder to shoulder.
Later I find out - central government implemented the bike lane with no talks.
Reasons I have found out, are to reduce the issues of covid.
Which is ironic as the sea front at the pier is packed, no one wears a face mask.
Micheal Douglas opens door next scene bike.
That shows viewers a typical experience in UK car door opens, car driver says oh sorrow to cyclist.
You should not be on the road you do not pay road tax's.
The 360 I tower image based upon planet of the apes end scene you probably know the words.
Waves represent the bad weather to come as we are now entering autumn.
Bike line becomes empty and everyone goes back to driving in the car.
You Mark probably have no issues like heavy traffic in NZ.
South East of the UK is one of the heaviest congested areas, fact Brighton streets have less pavement space than centre of Tokyo !
