Does anyone knows the real speed of usb c on ipad ?
Is it enough for editing 4K footage directly from external disks via usb c?

Cool question a great thought,

I can tell you this much, the older iPad Pro 12 inch has a usb 3 transfer speed. (only this version )

For fun I have ran 4 x 128 gigs, usb 2 on a Mac mini, using Final Cut Pro and it did read, write find at 720p while editing.

Gut feeling, your be good to go, pedal to the metal with the usc on an iPad, however the OS ignition once you press go, my resolve around OS 13.

13 unlucky for some.
Maybe wait for others to test first, before a £€dollar commitment.

i just bought the new ipad prro 11 2018, and i tried my samy T3 ssd speeds.

via usb c cable , READ was 150 MB/sec and wrrite 85 MB/sec

I played every 4k 30/60p video i have from Pany/Fuji/sony/olympus , from my ssd , so i think lumafusion could support editing directly from external disks (maybe less real time layers).
