 Post subject: Does Luma Export CBR?

When you select 50 mbs for a video export does it run at a constant bit rate or variable with a target of 50?
I ask because I noticed exports were pixelated in spots where there were fast moving object that werent in the original that was also recorded at 50mbs

Thanks. I emailed support as well before christmas with screen shots of the differences between luma and Premiere pro.
Premiere pro at a constant 40mbs looks better than luma at 150mbs once youtube compresses the sh1t out of it.
2pass VBR was mentioned that it might come in the future but I'd love if CBR was possible because with luma I have to upload in 4k just to get the 1080 playback to look good, where as with premiere pro 1080 constant at 40mbs come out looking better than luma 4k.

I know its more due to youtube compressing the video but with a variable bit rate its unusable when there are fine details or text on screen. It becomes very pixelated.
