That could be useful but it might create all sorts of confusion. It’s probably more comfortable for most people if the main video track is the stable anchor for the other tracks and can’t be accidentally disturbed.
Of course as a flier you might be more comfortable with the ground moving under you :)

I’m not entirely sure I understand what you want to do by your question, but if you’re wanting to move the first instance of IMG_3955 to where the second instance of IMG_3955 is without disturbing what’s already in track 2 and 3, you’ll want to do a couple things.

First, expose the track headers by tapping the icon circled in green in my photo.

Second, tap the Edit Mode button (circled in red) so that it turns to that goldenrod color and changes to the downward-pointing arrow; this toggles between overwrite and insert edit modes and won’t cause everything on track 1 to slide left to fill in the empty spot if you delete or move media from track 1.

Third, tap the link buttons (circled in yellow) so that they appear goldenrod; this means that track 2 and track 3 are not linked to track 1.

Once all three of these conditions are met, you can grab the item from track 1 and move it wherever you’d like without affecting the items above it in track 2 and 3.

Hope that’s helpful.
