Doenst have to be as deep or powerful as Photoshop, but I do need resize, and scaling, especially . Suggestions? or just get PhotoShop? :D

EDIT: doh... should have said program for the iPad..... I have PS on my windows box, but trying to make the iPad my entire production studio....

For years I used 2 basic programs Graphic (vector) and ArtStudio (raster) on my iPad.

But now I use "Affinity Photo". Very powerful photoshop alternative for the iPad. It also runs on the Mac and PC. Affinity Photo is raster with some vector graphics. For vector they will be coming out with Affinity Design in the future. Pricey but excellent software.

I'll second Affinity Photo - this is easily the best full featured image editor on the iPad imho. Just be mindful that it only runs in recent full iPads and no mini versions.
A cheaper alternative is Pixelmator which is still very capable and will do what you need.

Well... I did.... and again after your suggestion. so it appears that the word "best" is terribly overused in app descriptions, and "editing" can mean anything from fluffing up your images for social media to photoshop type editing...... and even after beating up the search functions with different key words, it was still a lot of sorting thru the listings....... Interesting results, indeed!

did settle on a couple apps. still not all that happy but its better now. And I think i'll use the Windows box to get/build what I need to finish this project without more delays......

Affinity Photo is a delightful app! But for simple purposes and fast operations, the CropSize application is much more convenient.
