I use a lot of B roll in the second video track, with multiple cutaways overlaid on top of the primary track. The trouble is when adding or modifying one of these overlaid clips, the default linking to the primary track clips appears to prevent the others moving over to accommodate the changes. In short one doesn't seem to have the same options for inserting and rippling clips on the subsidiary video tracks. This makes life really difficult and greatly impedes edits.

This is by design.

If you want to have video on the 2nd or 3rd track move along then you would need to add video clips to the main track only. Then all video clips after that point would move along.

Adding b-roll to the 2nd or 3rd track is designed not to affect the sync relationships anywhere on the timeline, hence nothing moves.
