Last February 2017, I made a video in LF and exported it as 23.976fps. It plays perfectly on my PC using Media Player Classic. Media Info also sees it as 23.976. However, when I create a 23.976 timeline in my Magix Video Pro X NLE, the video skips frames occasionally. On investigation, the NLE is reading it as 23.98fps. So, I change the timeline to 23.98 and the video plays perfectly.

Unfortunately, I can't render it out as 23.98, only as 23.976 or 24, and both of those produce judder.

I want to blame the Video Pro X NLE. However I recently edited a 23.976 video sourced from my Canon 600D with no problem.

On further investigation, Media Info shows the frame rate of my LF video as 23.976 (23.976/1,001) whereas it shows the Canon 600D footage as 23.976 (24/1,000). Do those figures affect how the PC NLE is interpreting the fps of the video material?

I think this does indicate a problem with the Magix software in any case (just not properly handling one of many ways of setting up 23.976 frame rate, but we could try to add separate 23.976 and 23.98 export options. When we're setting up the export, we actually time at 125 per 2997 which is exactly 23.976, but it is interesting that it gets interpreted differently

Thanks Chris. I'm going to try importing to a previous version of the Magix software.
I'll let you know how that goes.
